INPOLIT Completes Capacity-Building Programme for Public Environmental Inspectors

As part of the implementation of a project supported by the United Nations Environment Programme (UNEP), INPOLIT successfully delivered a series of training and capacity-building activities throughout 2025–2026 aimed at strengthening public participation in environmental protection and environmental governance in Ukraine.

A key component of the project focused on the training of Public Environmental Inspectors. The programme included both online and in-person workshops, bringing together representatives of civil society, environmental experts, and public authorities to exchange knowledge and discuss practical approaches to improving environmental enforcement.

Based on the outcomes of these training activities, participants developed a number of recommendations for improving Ukraine's regulatory framework governing the work of Public Environmental Inspectors. In particular, proposals were prepared to amend:

  • the Regulation on Public Environmental Inspectors; and

  • the Instruction on the Preparation of Administrative Offence Reports by Authorized Officials of the State Environmental Inspectorate of Ukraine, its Territorial Bodies, and Public Environmental Inspectors.

The proposed amendments are aimed at strengthening the institutional role of Public Environmental Inspectors and enhancing the effectiveness of public oversight in the field of environmental protection.
