The Institute for Public Policy and Consulting INPOLIT is a non-governmental organization established in 2017 to promote the development of public policy and implement effective solutions to address social challenges.

Since the onset of russia’s full-scale invasion of Ukraine, our mission has taken on a new dimension: we have focused our efforts on protecting the environment—a silent yet profoundly affected victim of war. In 2023, INPOLIT emerged as a leader in environmental advocacy in Ukraine, prioritizing natural resource preservation, addressing the environmental impacts of war, and embedding environmental sustainability into the country’s post-war recovery.

Today, we are proud to be one of the partners of international organizations in Ukraine, implementing projects that enhance ecological safety and drive environmental restoration. INPOLIT stands at the forefront of environmental protection, working towards a sustainable future for Ukraine and Europe as a whole.

Our Mission

 

We aim to transform post-war Ukraine into a model of environmental sustainability and prosperity, recognizing that a safe and healthy environment is the cornerstone of well-being for every Ukrainian.

Our mission is to ensure that ecological security and recovery stay at the forefront of the international community’s priorities, both during and after the war.

Our Partners

INPOLIT serves as a key implementing partner in international initiatives focused on restoring Ukraine’s environment. Our experts collaborate and are directly engaged in the implementation of projects by the United Nations Environment Program (UNEP), the International Network for Environmental Compliance and Enforcement (INECE), and participate in projects led by the EU Network for the Implementation and Enforcement of Environmental Law (IMPEL), the Organization for Economic Cooperation and Development (OECD), the United Nations Economic Commission for Europe (UNECE), and the Organization for Security and Cooperation in Europe (OSCE).

At the national level, we work closely with and provide expert support to the Ministry of Environmental Protection and Natural Resources of Ukraine, the State Environmental Inspectorate of Ukraine, and the Parliamentary Committee on Environmental Policy and Nature Management. Together, we strive to implement comprehensive solutions to preserve natural resources and promote the country’s sustainable development.

Core Principles

INPOLIT operates based on the principles of sustainable development, expertise, and responsibility for the environmental future of Ukraine. A fundamental aspect of our work is compliance with environmental legislation. We collaborate with international and national partners to align Ukraine’s environmental laws with European and international standards. A key focus of our efforts is the development and enforcement of effective methods to uphold these norms, as strict adherence to environmental regulations is a vital step on Ukraine’s path to EU membership.

Another core principle is promoting systematic and coordinated efforts to achieve the sustainable and green recovery of Ukraine. Our mission is to ensure that the country’s recovery and development are grounded in the principles of a green economy and low-carbon growth, in line with the European Green Deal and relevant directives. One of the most significant initiatives in this area is the Green Recovery Platform, spearheaded by the United Nations Environment Programme, the Organization for Economic Cooperation and Development, the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection, and the United Nations Economic Commission for Europe.

Our third core principle is advocating for environmental justice. We firmly believe that the right to a safe and healthy environment is an inalienable right of every Ukrainian. To that end, we are actively raising awareness within the international community about the aggressor state's accountability for environmental crimes. Our work focuses on monitoring and documenting environmental damages to ensure the aggressor is held accountable for the harm inflicted.
